Jeffrey A. Luter
President, Project Executive

Jeff has been involved in the construction industry for 31 years. During that time he has held positions ranging from field supervisor to project manager. With 20 years of management experience, his responsibilities have covered the full range of construction services, including design development, purchasing, contract negotiation and administration as well as estimating and value engineering.
Jeff's wide range of experience and diverse background is a proven asset, and affords him a unique insight and perspective on the everyday challenges that confront the construction industry. His leadership in managing projects for Fulcrum's clients in diverse locations throughout New England and the Mid-Atlantic regions brings an added depth of experience to each project the firm undertakes. Jeff's experience in building and construction technology has been brought to bear in numerous circumstances in conducting construction forensics and providing recommendations to owners, institutions and insurers in reconstruction of damaged or destroyed facilities.
Jeff studied Computer Science and Business Administration at the University of Lowell, Lowell, Massachusetts. He oversees the implementation and constant improvement of Fulcrum's information systems. He also holds a current Commonwealth of Massachusetts contractors license. Jeff can be found weekends racing motocross throughout the Northeast, with numerous championships to his credit over the past 30 years.
Bradford D. Scott
Director of Construction Operations

Brad Scott brings 24 years of practical experience and a complete understanding of budget development, subcontractor bidding, project management and supervision to his role of Director of Construction Operations at Fulcrum Associates.
Brad has been personally involved in every aspect of construction in commercial, restaurant/lodging, light and heavy industrial construction projects. He has applied his expertise in budgeting, bidding, buying and managing of construction projects.
Prior to joining Fulcrum Associates, Brad was employed by several organizations engaged in major project development including hotel, office and industrial complexes throughout the northeast.
Brad has developed and maintained valued working relationships with subcontractors, suppliers and owners and takes an active interest in all Fulcrum projects to ensure consistent standards of quality and performance. In addition to his other duties, Brad also serves as Project Manager on select projects.
Paula Balcius
Director of Finance & Administration

Paula Balcius directs the financial management and general administration of Fulcrum Associates' office operations. Her primary responsibilities include corporate financial planning and budgeting, human resources and office administration. Paula's understanding of business, construction and financial management is rooted in her teen years when she served as bookkeeper for her family's mechanical contracting firm. This interest in small business continued after obtaining a Bachelors Degree in Management Information System from the University of Lowell when she operated her own retail sportswear store on the New Hampshire Seacoast.
Paula obtained her Masters in Accounting from New Hampshire College, prior to joining Fulcrum Associates she was an auditor with a CPA firm specializing in the construction industry while completing the experience required by the AICPA (American Institute of Certified Public Accountants). She is active in several professional organizations in the fields of accounting and human resources.
